The appropriate model depends on the business process surrounding the shipment, not only the shipment itself. A practical assessment starts with the service outcome the organization needs to protect.

Delivery expectations matter, but so does delivery consistency. If recipients require next-day delivery across many regions, a decentralized footprint may be justified. If most orders can arrive within a defined multi-day window, centralization may provide stronger control at a lower total operating cost. Review actual order data rather than assuming every request is urgent.

Inventory characteristics shape the economics. High-value, slow-moving, personalized, or frequently updated materials usually benefit from centralized control. Standardized, fast-moving items with predictable regional demand are more suitable for local stocking. The more locations that hold an item, the greater the likelihood of excess inventory, stockouts in the wrong region, or aging materials that must be destroyed.

Data and security requirements can set the boundaries. Programs involving personalized mail, card issuance, confidential records, or protected customer information need documented controls from file intake through final delivery. A centralized environment can reduce exposure points and simplify oversight. A decentralized model can still be appropriate, but it requires consistent security protocols, system permissions, training, and auditability at every facility.

Order complexity often favors one accountable operation. A shipment that includes printed documents, cards, inserts, promotional items, conditional messaging, and custom packaging is more than a warehouse order. It is a coordinated production workflow. Keeping those capabilities connected can reduce handoffs, shorten exception resolution, and improve quality.

Measure order volume by region, product type, urgency, and season. Identify how many orders require personalization, how often materials change, and where stockouts or waste occur. Then model the impact of central and regional inventory levels against service-level targets. A decision based on average transit time alone can overlook costly exceptions, duplicated stock, and the operational effort required to maintain multiple sites.
